Methodology
The Digital Maturity Assessment scores institutional digital readiness for research-partnership management across eight domains: Collaboration Platforms & Digital Tools, Data Analytics Capabilities, AI and Machine Learning Applications, Cybersecurity & Data Protection, Digital Governance Structures, Change Management Readiness, Knowledge Management Systems, and Digital Infrastructure & Integration. Each domain is operationalized as four statements rated 1 to 5 (Strongly Disagree to Strongly Agree). A domain's 1-to-5 mean is converted to a 0-100 score via (mean − 1) × 25, and the composite is the weighted average of the eight domain scores divided by the sum of the weights. The eight weights (Digital Governance 20%, Cybersecurity 17%, Collaboration Platforms 14%, Data Analytics 14%, Change Management 13%, AI/ML 9%, Digital Infrastructure 8%, Knowledge Management 5%) are calibrated to external mandates and downstream-domain logic: Cybersecurity and Digital Governance carry the two highest weights because both have external mandates — regulatory for Cybersecurity, foundational-governance literature for Governance — and Knowledge Management is lowest because it is downstream of the other seven domains. The five-level maturity scaffold (Initial, Developing, Defined, Managed, Optimizing) descends from the Capability Maturity Model developed at the Software Engineering Institute at Carnegie Mellon University, with 'Developing' substituted for the CMM's 'Repeatable' at Level 2.
