Methodology
The Organizational Maturity Assessment evaluates partnership-program maturity across five dimensions that the empirical and consulting literatures identify as the highest-leverage operating dimensions: Strategy, Structure, People, Process, and Technology. Each dimension is operationalized as eight statements scored against a five-level maturity scale modeled on the Capability Maturity Model (CMM) developed at the Software Engineering Institute at Carnegie Mellon University. The five levels (Initial, Developing, Defined, Managed, Optimizing) are adapted from the CMM/CMMI maturity vocabulary. The dimension maturity score is the simple mean of its eight statement ratings; the overall maturity score is the simple mean of the five dimension scores. Tier thresholds are interpretive guides; reaching the Optimizing tier is uncommon, and published maturity-profile distributions vary by sector and by the population appraised.
